Lawmakers continue to pursue a two-tracked approach to infrastructure legislation: One discussion centers around infrastructure (and infrastructure-adjacent) policies that can receive bipartisan support, and the other is a Democrat-only "reconciliation" approach that is more ambitious and aggressive but subject to parliamentary impediments that restrict the types of policies that can be included. The two tracks for legislating infrastructure and a follow-on bill are very much intertwined. Many Democrats will want to know what the reconciliation package contains before they commit to supporting the bipartisan infrastructure measure, and vice-versa. Senate EPW Approves Surface Transportation Reauthorization

The Senate Environment and Public Works Committee (EPW) unanimously approved $303.5 billion five-year surface transportation bill, in which NATSO has been closely engaged with lawmakers and staff and which would increase infrastructure funding by about 34 percent over the FAST Act . The committee also adopted a manager’s package of amendments to the underlying bill. That list of amendments has not yet been released, though about 90 had been filed as of Wednesday morning. EPW’s “Surface Transportation Reauthorization Act of 2021” does not include any language expanding tolling or scaling back the prohibition on commercial activities at Interstate rest areas. STRA includes $500 million per year for five years for electric vehicle charging an d other alternative fuel infrastructure, including hydrogen, natural gas and propane. More

Senate EPW Unveils Surface Transportation Reauthorization Plan

The Senate Environment and Public Works Committee unveiled a five-year, $303.5 billion Surface Transportation Reauthorization Act of 2021 plan on May 22, after President Biden reduced the size of his $1.7 trillion infrastructure and jobs plan by about a quarter in a bid to advance negotiations with Republicans. STRA marks a 34 percent increase over current funding levels, with 90 percent of funds allocated to states through formula funding. More
