The Department of Homeland Security has issued Guidance on the Essential Critical Infrastructure workforce.

This document specifically lists truckstop employees as essential. The document states “that employees supporting or enabling transportation functions, including truck drivers, bus drivers, dispatchers, maintenance and repair technicians, warehouse workers, truck stop and rest area workers, and workers that maintain and inspect infrastructure (including those that require cross-jurisdiction travel).” As a general rule, states that are issuing stay-at-home, shelter-in-place, or other lock-down orders reference this document in those orders.

NATSO has created a letter template for truckstops and travel cneters to complete and carry with them, explaining that they are expressly included in a U.S. Department of Homeland Security (DHS) Memorandum on Identification of Essential Critical Infrastructure Workers During the COVID-19 Response.
